If you have been exporting to Israel, you no doubt have become familiar with the Green certificate of origin form required to gain the benefits of the US - Israel Free Trade Agreement. Over the years, US companies have registered their concerns about obtaining that form and the costs associated with it. The US Department of Commerce and Office of the US Trade Representative heard those concerns and began negotiations with the Government of Israel to explore changes to the rules of origin in the Free Trade Agreement. In May 2017, an agreement was reached.
Effective January 10, 2018, Israeli Customs will accept either the Green certificate of origin form or an Invoice Declaration. After March 31, 2018, they will only accept the Invoice Declaration. This is a declaration you may now make on your Commercial Invoice, delivery note, or other commercial documents.
